The Balochistan Education Department could enroll children of nomadic families whose accounts follow them wherever they go. POSSIBLE SCENARIO: The PM Youth Programme could require every youth-loan and laptop-scheme recipient to complete a Maahir skills track before or alongside receiving funds. A young entrepreneur in Multan could finish the Micro Business module, submit a business plan as his final project, and have that plan reviewed by AI and a facilitator before his loan disburses. Government program staff would create batches in the Command Center — by district, cohort, or theme. Module sets would be selected to match the program (NAVTTC TVET tracks, BISP digital literacy, provincial homework supplements, PM Youth freelancing, etc.). Each batch would get capacity limits, a default language, and government branding alongside Maahir.

Invite Code Generation & Distribution

Each batch would generate unique invite codes or join links (e.g. /join/navttc-punjab-2026). Codes would be distributed through government channels — BISP field teams, school teachers, NAVTTC centers, youth-program offices, or SMS. A government-branded landing page would carry the ministry's insignia alongside Maahir.

Facilitator Onboarding

Government field staff, teachers, or partner-NGO facilitators would receive accounts and a short "How to Run a Maahir Batch" onboarding. They would not teach content — Roshni does that. Facilitators would monitor progress, review submissions, motivate learners, and flag cases needing attention. Existing government capacity, multiplied.

Learner Registration

Beneficiaries would register via phone: name, age, language, gender, location (district), accessibility needs, and guardian info (for minors). Kids Mode would require parental consent. BISP beneficiaries could link their BISP ID. Roshni would greet each learner in their mother tongue and place them on the right path. Every registration is a data point for the Planning Commission's SDG dashboard.

Real-Time Monitoring & M&E

The Command Center would give the government a live funnel per batch — enrollment, active learners, module completion, assessment scores, dropout signals — disaggregated by district, gender, and age. For BISP, participation signals could flow to the payment system. For the Planning Commission, data could flow to the SDG dashboard. Decisions made on this week's data, not last year's.

Reporting, Proof & Scale

One-click export of batch reports would be available: completion rates, assessment scores, gender- and age-disaggregated data, geographic breakdown, SDG contributions. Reports would be formatted for the ministry, the Planning Commission, the Auditor General, and Pakistan's Voluntary National Review. Successful pilots would become templates — a proven Punjab cohort could be cloned into a Balochistan cohort in minutes, scaling from 100 to 100,000 beneficiaries with zero new infrastructure. This is how a national platform reaches national scale.
